Well, VE is gonna be real screwy with that restrcitor. I would almost try to dial it in on fuel and ignition without the restrictor, then put it on and fine tune it.
If you have dyno sheets of the normal motor, you can kinda get VE - a 600cc engine making 100+hp has a very good VE. Making 50hp because of the restrictor isn't gonna be nearly as good. Liken it to running at 1/2 throttle or something.
The advance is also gonna be hard to nail down. All depends on the engine. More advance doesn't = more power, it is just that to completely burn the mixture, some engines need more time to do it, and more advance gives more time for the combustion process. A better chamber with a faster burning mixture doesn't need as much advance. That chamber is a really, really good one, so you may not need all that much advance. That said, a static 12:1 compression ratio doesn't mean nearly as much to the dynamic ratio when you are running a restrictor.
If your compression ratio is 12:1, and your throttle is wide open, say you are getting efficient cylinder filling and the amount of air getting in there is what it is "supposed" to be. What happens when you are at half-throtttle? You are getting (about) half the amount of air in there, so the effective (or dynamic) compression ratio is much reduced. Running a restrictor all the time would be like never getting full throttle, or always having less compression ratio. To a point.
I would see what you can read about Nascar restrictor plates and some of the Formula 3 or Super Vee engine stuff that ran restrictors in the intakes. Not much help, sorry.
