well... you don't need higher %... you just don't want any lower really

the water (in very sparing amounts) will also in effect cause a lower flame front temp, lower exhaust temp = lower nitrogen in your exhaust = gooder emissions.  Same as running Water-Methanol spray.. BUT... running a lot of water through your injectors is a bad thing, but in a stable mix with Alcohol, it won't pose any damage to the pintles.  Higher alcohol percentages can typically be purchased (up to 98%?) in drug stores.  I don't know about Water-Meth to pass emissions.... where is Greg? LOL!

Well it sounds like water meth will do exactly that... more oxygen and lower exhaust temps as I know the water also helps cool the charge on force fed cars. 
In my case Im really going to use it to keep from having to run an intercooler when I bump the boost to 12lbs and it will make my car run more consistent since the air going in the chamber will stay the same temps instead of rising the more I drive it as it does now. 
Nate also said I can just run reg pump gas instead of premy, but I'll probably still feed my car 91...

in theory yes... but I haven't heard anyone specifically use water-meth for passing emissions... a $4 bottle of alcohol vs a $400 water-Meth setup.  I would like to see though a pair of emissions tests "before" and "after".  Bottles of Alcohol and E85 mixes are proven to pass emissions... unless your car is so ungodly out of spec running race gas or something.  Oh ya... Sunnoco 114 Race gas.... YOU WILL FAIL LOL!

I run 93octane 98 RON when I run my meth on 100 tune. I have run 89octane 91 RON with meth and without logging, it felt a little less but not much. But I definitely can feel the consistency  in the pulls, with meth. I just got smarter today. thanks :t-up:

Sweet. Yeah Im gonna stay with the 91, for me its more about consistency and cooling that charge.  Car should run stronger too since it wont have to dial back the timing...

at the laboratory I work at there a few other things that...namely organic solvents or strong oxidizers that will pretty much donate oxygen molecules willingly.

One of the most fun ones is Toluene... ;D
