BTW... you do not have to pull over for an officer trying to wave your over.  You only have to pull over if they use their car and lights.  I am too lazy to find it but there was a court case about this not too long ago.  Courts ruled that an officer standing in traffic cannot legally make someone pull over.

Ignorance is bliss.  You simply tell the other officer that you didn't see the other officer or hear him and you don't know what he is talking about.  They have NO legal precedent to pull you over without lights.
